Bad rear end?

Bad rear end? I can hear a kind of howling coming from my car. It kind of sounds like it is coming from the rear end when I am in town going about 30 mph. But when I get out on the highway and go the speed limit, it sounds like it is coming from the front wheels. How can I tell if it is the rear end, and also how would I check if it is a wheel bearing or something else in the front end. Let me know what you think it may be if you have any idea. I'm not sure at all how to check these two things out.
