General Maintenance & Repairs - Windshield Wipers HELP!!!!

I have been having a problem with my wipers recently, and now its a big problem. Well one night i was driving and my fuse for the wipers blew, i thought no big deal ill just get a new one. I got some fuses and put one in and it blew right away. so i put in another and it lasted a few days then blew one morning. so i then just drove around with a blown fuse until last night cuz it was raining bad. i put in like 2 fuses and they kept blowing, so i drove home with no wipers, what a pain in the ass. on the way home i stopped at an auto part store and bought some more fuses hoping i could make it. i went out to my car and put one in. it didnt blow! but the wipers wont move. i turned the knob to every position and nothing. today when i got home i put a voltmeter in the fuse hole and its getting power so im stumped.

ITS GONNA RAIN ALL WEEKEND!!!!!
