Default 1999 Corvette PCM Questions

I have a new PCM for a '99 Corvette that I purchased from a GM dealer. I am wondering if there is anything programmed into the PCM from GM that will allow the car to start and drive?

Also, can a new GM PCM be programmed with the stock programming without the PCM being in the vehicle, or does the PCM need to be installed in the vehicle to program?

Can anyone other than a GM dealer program a PCM to stock specs.

Typically the New ECMs from the dealership have no calibration flashed in to them, so no it will not be able to operate a car without calibration. If it is a refurbished unit, it may have the previous vehicle's calibration file in it. Anyone with full Gen3 support should be able to flash the appropriate calibration file you seek.
