Default secondary air pump not coming on

I have an 01 camaro B4C.I have got the code PO 412 -PO 440- and of course po141 & po 161(rear o2s).The one I am concerned with is the secondary air pump will not come on,setting off the SES light! I have checked out the air pump and the soleniod with Gm tech 2(turned them on and off,ran fine).I was told if this is happening, the PCM is O.K. It seems whatever is supposed to tell the PCM to bring the secondary air pump on is at fault,is this correct?This is a bone stock machine with no plans of "hot rodding it!

Anybody have any ideas of what is going on here?(This is the very first car I have owned that is computer controlled!)

has it had a tune in it from a previous owner?
or a wire could be bad somewhere

I do not believe it has any kind of modifications done to it.Just recently the SES light has been coming on.When I got the car 20,000 miles ago,the light had never been on, since I have owned it.If I go out and erase the codes out,it takes about 50 to 75 miles of driving to bring the SEs light back on again.

The fault may be with the AIR checkvalves or the
solenoid valve at the back of the driver's side head.
If the rear O2s are bad then there may be no way
for it to know the AIR system was effective, too.

Check valves are working perfectly,both of them.If you are talking about the vaccume operated solenoid that opens the air lines TO the check valves,it also is working fine.It has been checked with a hand held vaccume pump.The rear O2 s I believe are O.K. They are both very recently installed and both "ohm" out the same,Also,I believe they work,because they are BOTH being "set off"(both are sending codes that they are reading dirty air,PO 141 & PO 161. Is this correct?)

Just my .02 - for P0412 double check the AIR PUMP fuse under the hood, mine throws that with the fuse removed (although if the Tech2 turned it on/off might not be it). P0440 is an EVAP code, large leak - as in gas cap missing, not on tight, faulty, etc.

Yes, po440 is an evap code,I meant codes po410 & po412.(MY BAD!) The fuses are all good,There are a few for the air pump and they have been all checked with a test light.(I dont believe that I could activate the air pump with the Tech 2 if the fuses were removed or if they were bad.)My new Helms manual will be here Friday! I WILL figure this out,one way or the other.
