Default Safe to say these tie rod ends are worn out?

I say yes, but a local shop tried to tell me they were fine when I took the car in for some front end noise. They also told me they lubed the chassis (didn't know that was possible on these cars with no grease fittings).

Needless to say, I'm finding a different shop.

Just wondering, what am I looking at price wise to get them replaced? I'll be buying my own stuff, so I should be looking at installation and labor cost, along with a new alignment.

Also, if I went with the Baer Trackers, how hard would it be for a shop to adjust? I have some pretty bad bump steer.

Worn/torn boots do not mean the tie rods are worn out. They could be, but they could also be fine and just have torn boots. Is there play in them? Also, the 4th gens aren't generally known for having actual bump steer issues. So, the baer tracker might not really fix what you're concerned with.

There is some play.

As for the bump steer, very possible I'm using the wrong terms. But anyway, this car has always had a tendency to be very twitchy and wander all over the road ever since I've had the car (going on 4 years now).

what i would do is unbolt that nut, pull the little spindle out of the mounting hole, then try to wiggle the ball joint with my fingers. if they move easily enough by hand, then i would replace them. but if they're still tight, they should be fine, and you just have torn boots.

should only take you a few minutes to do on each side, assuming the nuts break loose easy enough.

You could take it to Sears and let them do it. I forgot how much they charged me when I took it to them two years ago. I think they use Moog parts. Either way, You'll need an alignment afterwards. An alignment should help with your wandering and tracking issues too. You could also have some worn shocks which could contribute to the wandering, tracking, and noise issues.

Follow this to determine what's worn out in the the front:

I would really hope the shocks aren't gone, they are Konis and are only a couple months old.

Had an alignment afterwards and it still tracks awful.

Noise only happens with the brake applied and low speed turns such as a parking lot. Without the brake applied, no noise at all.
