Default Steering issues

when i make a sharp right turn the steering wheels wants to stay in it instead of coming back... and when i turn the wheel at idle you can hear something whining...
i just put a new PS pump on it...
could this be signs of the rack failing?

When you installed the new pump, did you bleed all the air pockets out of the system?
