I'm just curious as to what RPM does the stock cam in a 98 ls1 make the most power.

It depends on the rest of the setup. What are the other modifications for this engine in question?

That's probably a fair prediction, but header tube length, intake manifold, and cylinder heads will all impact this slightly.
