driver's side window stops halfway up???

driver's side window stops halfway up??? the window stops about halfway up then I have to shut the car off, take the key out, start it back up and then try again. when I do this it only goes up about 2-3 inches then I have to do the whole process over again until I get it all the way up. this just started yesterday right when my right turn signals just stopped working. I checked all of my bulbs and they are okay... so WTF??? help!
