Default Changed the Cam sensor and still throwing code!!!!

I recently installed a fresh block into my 98 camaro and it went pretty smooth. After i started it up, it was running okay but it was throwing two codes. A MAP sensor code and a cam positioning sensor low input. I rewired the MAP sensor and was able to supply power to it and i ended up buying a whole new CAM sensor. the MAP sensor code went away but the cam sensor stayed. I believe this sensor is making the car hard to start at times. I checked the voltage of the sensor with a meter and the red wire is getting 10-12 volts, however, the other two wires are getting nothing. I dont think it can be the sensor since its brand new or can it? Can anybody help a member out?!?!?

Are you sure you didn't cross the MAP sensor connection and Cam Sensor? They're similar plugs.
