Oil Pressure

My oil pressure gauge never goes under 40, even when the car is turned off. It also bounces alot. Any ideas?

car is a 2001 camaro SS w/ 96,xxx.

more info: I just picked up the car a few months ago, changed the oil to Mobil1 10W-30. When car is cold ive seen oil pressure as high as 75 (never pinned at 80 but close). it almost seems as if the gauge is 20 psi to high.
