pwr steering pump bolt broken in block

pwr steering pump bolt broken in block long story short 
i had my foot in the pedal from a stop light and my power steering pump sheared off the bolt that holds it on in the block. it will need to be drilled out or maybe i can use a brocken bolt extractor. has this happened to anybody before? there is no room for a drill, i might have to pull the motor out. any advice on fixing the bolt w/o removing motor?
