Check engine lights come on when there is something that is compromising emissions output. Like what was previously said, you can also have stored codes / History codes which can be there if a repair shop forgot to delete the codes after they were done repairing the car, or if your car hasn't detected the problem since it threw the code and the car has run fine after a certain amount of start-ups / warm ups / etc. If the check engine light is blinking at you, then your car is detecting a misfire.
