Dyno needed for power tune?

Question Dyno needed for power tune?

I have a 99 SS Camaro with a 3in ORY. I don't have the read o2 sensors. I wanted to get the following done:

Delete rear o2 sensors
Delete EGR
Delete Torque Management
Raise Line Pressure on transmission
Raise rev limiter and shift points to 6200 RPM
Do a tune for power
Remove having to have the left blinker on to start engine. (safety feature installed at dealership so someone can't steal your car even if they have the key, unless knowing how to start it)

I just want to know:

1. How much should this cost to get all this tuned?

2. Will a dyno be needed for a power tune?

I plan on installing a TCI SSF 3500 stall converter before getting this tune. that's why i will be changing the transmission tune some...
