Default Black Snot in radiator fluid

I havent run the camaro for awhile, so I went to check the fluids today. Radiator dexcool had a layer of nasty looking black snot undernieth the cap.

The fluid has less than 9K miles since I flushed and filled.

Is this what happens when air gets in the system? Anyone see this before?

Anyway, the fluid underneath looks virgin, so I cleaned out the snot and topped off.

I had dex cool in my system. I switched to the green stuff due to the "snot" problem, which is common when dex cool comes in contact with air.
