Will MAF-T stop surging and stalling ?

Will MAF-T stop surging and stalling ? Just installed cam and headers . Now car surges and stalls at stops. I sent the PCM out and had it tuned it helped but the problem is still there. So I was wondering if a MAF-T would solve this problem ? Any help is appreciated THANKS!
