how to move steering rack??

Default how to move steering rack??

I'm in the middle of removing the lower a-arms but the inner tie rod joint is in the way. I can't get the forward bolt out because it hits the plastic sleeve over the inner tie rod joint. I was thinking of undoing the two bolts on the steering rack to lift it up the 1/2" i need. In the GM service manual it says to remove the intermediate shaft. Is removing the intermediate shaft necessary for the low amount of movement I need?
