Default Car won't go above 4500rpm

I just finished a swap into my nissan 240sx. And the car just goes flat above 4500 rpm. It feels like it hit redline. I tried another ecu (2002 ws6 motor last serials are 911 i believe)it pulls way harder but does about the same. It doesn't even spin 1st.

Any suggestions?

1998 240sx
2001 ls1/t56 from a ws6
both ecu are rear 02 elimate, vasts eliminate, egr eliminate, air pump turned off)

Were these pcm's tuned specifically for this application? Or were they tuned in person? Point being, has a crank position relearn been done? Which style VIN is in the pcm(s)? F, Y, etc?
