Default name/function of this line?

If 98 ls1 is a returnless fuel system, what is this line called, what does it do? It looks like it returns fuel to the front of the intake??? It branches off the fuel rail and on my buddy's 02 firebird, I see two lines next to each other (wrapped in silver foil with the yellow FUEL FLAMMABLE CAUTION label), and it looks like one of those lines is the one in my attached pic?

It isn't part of the fuel rails. It is with the fuel lines. You disconnect that from the intake & the feedline from the rail then rotate them out of the way if doin a rail,injector,intake or all listed swap.

Not sure of its exact name though.
