Default Broke my cam retainer plate

I was torquing the bolts to the recommended 18 ft/lbs and somehow broke the top part of the cam retaining plate. It also looks as if the threads are damaged as some of them were still on the bolt. I can still screw in the bolt, but I cannot torque it down. Is this a threaded insert? What are my options?? Thanks

If the plate is damaged, it must be replaced. As for the hole, you can helicoil it but check to make sure it is a blind hole. As I remember, one of the retainer plate holes is not blind and goes inside the block.
