Whistlers, do you have to roughen the ridges too?

Whistlers, do you have to roughen the ridges too?
I took some steel wool and scratched up the chromey part for paint, but I'm also going to paint along the ridges on the inside. I see that being a major PITA to get even since the wool won't conform that small. Do I have to sand there for it to stick or can I just spray it as is? It seems more textured than the chromey part so I was thinking I might not have to.
