Why does this happen?

Why does this happen? Ok i have a 02 Camaro with the LS1 of course and it has an automatic tranny. I noticed that when your cruzin along and say going down a hill you let off the gas the engine starts to provide a kinda engine brake. When i touch the brake pedal the tranny seems to go into a neutral position. I can see this cause the RPM's go down. When i let off the brake after a quick moment the tranny seems to kick back in and i feel the engine braking again. Why does this happen? What's the purpose?
