coolant fan relay control circuit!!!

Default coolant fan relay control circuit!!!

I'm getting this code:

P0481 Coolant Fan Relay 2 And 3 Control Circuit


The high speed fans won't come on. The low speed fans are turning on (set at 170) but even at 200 degrees the high speed are still off. I checked the "control" terminals in the fuse box (where the relay mounts) and there was no voltage. Whats going on?

update: I changed all the relays with new ones. The code went away, but the high speed fan still won't turn on.

I removed (unbolted) the relay box so I could see the colors of each wire. With the engine running, I used a volt meter to read if there was any power on the leads. The "fan" leads have power and I can activate them by putting jumper wires in the plugs. The "control" (from the computer) leads have no power (engine temp above turn on point).

I'm having issues because it "seems" like a computer problem (burned out) but I'm not getting any code.

PLEASE...need some help ASAP.
