Are rev limiters (1, 2, 3 steps) safe for the engine? Cutting spark, not fuel.

Rev limiters, also known as 2 or 3 steps. I mentioned 1 step because technically the Lingenfelter is a 1 step. It only limits the rpms at the launch.
Anyhow, it just dawned on me right now and wanted to ask, are these limiters safe for the engine? I ask because if these limiters are cutting spark and not fuel, the cylinder is going to get loaded with fuel.
Does the Lingenfelter unit do the same cylinders/coil packs or does it alternate?
You would think to cut the fuel by the fuel injectors.
Anyhow, I just want to be sure that it's safe before I install and use it. Thanks.

I've seen a few n20 motors backfire from hitting the limiters on the spray. Seen worse with rev limiters cutting fuel leans out the cylinder.
I think cutting spark is better, I ran a MSD 7-AL3 for a few years in my old nova, 3 rev limiters, great for top, stage and burnout limiters, never had a single problem with this style (cuts spark) all my friends run the same style rev limiters.
