will a 28'' x 11.50 et street fit with no mods?

That wide of tire on the 8" rim won't work correct. I tired it and the car was unstable on the big end. That small of a rim causes the tire to be bowed. You won't get the right foot print and the side wall won't wrinkle.Thought I warn you.

Just don't run the air pressure too low it should be fine, it's only a 10" tread at most and I know plenty of people that have ran 15x8's with 26x10.5 and 28x10.5s.

28x11.5 ET Streets fit fine on an 8 inch rim. 28x11.5 Drags will not. As far as hitting, you might have a rub on the wheel well opening. If you have adjustablr lca's it won't be a problem.

When I was thinking of running NMCA street race I experimented with the 11.50 x 28 ET streets (max allowed tire) on both 8" and 10" wheels and I couldnt tell the difference between the wheels really. The tires really 'looked' too small for a 10" wheel and too big for and 8" - 9" would be perfect probably.
But anyhow I didnt have to touch anything at all on the car with a 15x10 bogart or 15x8 draglite wheel.
This is what they looked like on a 10" wheel, they are nowhere as big as a 10.25x28 ET drag or 11.5x28 Hoosier QTP.
