Default pro flow bypass valve

I go a couple questions on this thing. I am really trying to understand how this thing works. To my understanding since I procharged that this thing is supposed to be open until I am in boost. What or how is that controled.

Right now uninstalled the valve is closed on the inside. Is it supposed to be open now or closed. here is the pic of what I have! Thanks in advance!

Its closed when the engine isnt running, when its running and not WOT engine vacuum keeps it open, at WOT it closes and the manifold pressure (boost) holds it shut.
