Default Cold start problem

I have a 1997 Z71 pick up that is having cold start problems. My first thought was a leaky check valve in the intank fuel pump sense the pump runs when the key is turned to the on position. The pump is not noisy and the way I get the vehicle started when cold is to cycle the key on and off several times before cranking. Once started the vehicle will start fine so long as it does not set for awhile( two or more hours). Before spending the 250.00 plus dollars on a new intank pump asm. I would just like some feed back from the members of this site before I take the plunge.
