Default does closer= louder?

i have a flowmaster exhaust and i want to put some ecutouts in. All the videos that i have heard with cutouts and no headers isnt loud enought for me. The closer you put the cutout to the headers the louder it will be correct, because iam going to have to put them as close as i can?
