Default It's not the socket, now what?

Doing the usual stuff to the passenger side DRL/turn light in my '97 Z didn't help, which included swapping bulbs, cleaning the socket, and then even changing it, etc. I then put a meter on the wires themselves going to the DRL/turn socket and noticed that the brown wire had power, but the blue one did not-it registered at .233 volts, or something.

My question is where do I go from here? I'm assuming I have to trace the blue wire and look for damage? My wiring diagrams show that the blue wire leads directly into a "DRL module." Could that be the problem? Any ideas or suggestions would be appreciated!
