Default Newbie needs help!!!!

Hello everyone. I just rescued a 98 Vette that was rotting away. The previous owner says it needs a new ECM and has some major waterleaks. The waterleaks I have under control. The ECM is a different story. I bought a ECM and had it programmed with my VIN. Installed it yesterday, dash lights up, turn the key, nothing. I can hear relays clicking but the starter doesn't even try to turn over. My first assumtion is VATS and needing to have the BCM reprogammed for the new ECM but I am not so sure. The security light is NOT on, it comes on when you first turn the key on and goes off. If my problem is with VATS shouldn't the light be on all the time? Does VATS keep the starter from turning over as well as killing fuel? Is there something else I can check?
I have already jumped the starter direct and it is working when it gets power.
The car sat for awhile with no battery in it and the previous owner has the BCM and inside fuse panel laying in the floorboard. (Chasing the water leaks.)
Any help would be great. Thanks.

You'd get a better response in a different section. Mostly new folks to LSx cars
post in this forum. Try this one perhaps?

PCM Diagnostics & Tuning

or maybe...

Stereo & Electronics

How are you underhood fuses? If VATS were your problem it should flash when you try to start it. When you try to start it does it just click rapidly?

It doesn't do anything. I hear a relay click under the hood that is labeled ignition in the owners manual but nothing else happens. I will go through all my ground points this weekend and see if that helps.

I know the ignition relay controls the spark, but I'm pretty sure it does not give the starter power to engage.

Yeah the bad ground is the direction I'm heading too. I don't think its cps because the engine is not even turning over.

I'd check the most common ones that cause this. The three that are on the back of the driver side head. Also check the battery connections. If they are tight, take them apart and give them a good cleaning.

Found and removed theft deterrent relay. Jumped it, car cranked over but will not run. Gotta be VATS or BCM problem right?

If I'm not mistake, the VATS is controlled from within the BCM. I'd be willing to bet that the BCM is bad. See if you can get a used one, but you'll need the right resistor for the VATS to work still. Good luck.

isn't another option just to turn the VATS off and it will start? of course you need a program or someone with it to do it but...
