Default Bad IAC?

I have had some problems with bouncing idle. I looked everywhere for vaccum leaks and couldnt find any. I even unplugged the the PCV hose from the manifold and the idle was still surging. I dont have a scanner to find the counts of the IAC but when I unplug the IAC when the car is running it idles a little high but it doesnt bounce anymore. Could i t be a bad IAC or would it have to due with my mail order tune?

Ported TB, LS6 intake, LT's. I got the tune from W4M. I cleaned the IAC and the inside if the TB. I unhooked all the vaccum connections on the manifold and plugged both ends and there the problem is still there

I also sprayed a crap load of carb cleaner where the manifold mates with the heads and nothing...

K....well I took the iac odd the tb and pulled the plunger out till it would hit the hole in the tb (iac fully closed not allowing air to bypass tb). I then started the car with the iac still unplugged but installed on the tb and it idled fine. Does this mean I have a faulty iac or is it the tune?
