Default Clutch problem?

I have a friend who has a 2002 Camaro SS and for some reason it will not shift when car is on But when it is off it shifts perfectly. He took the car to a couple shops and they said it is the clutch. Does that sound right?

Thanks,

Default clutch

how many miles are on the clutch . sounds more like a hydraulic problem i had.slave cylinder most likely or possibly the master but if the clutch has a few miles on it might aswell replace while u got it pulled apart.
