I have painted Hookers and wish I had the ceramic coating/stainless steel ones. I'd pay the 100.00 if I could do it again. The ceramic coating helps keep the heat out of the engine bay and keeps them looking nice as well.
BTW the pacesetter Y pipe is a piece of ****, the merge is a joke... Do yourself a favor and look for an alternative like the TSP or Hooker Y pipe or better yet an X pipe setup...
Grab a 20-50$ cutout and have it installed at the same time, you will love the sound difference and the 7-12 additional RWHP over running the exhaust back to the Chokemaster muffler.
Good luck LT's are fun I love my setup (dumped X pipe w/ 1 chamber flows) its just too loud for most....

MY opinion on them is buy coated. I bought painted for my LT1 car back when, and i hated them. They never looked terrible, it just would not dissipate heat like a good coated header will.

I got painted pacesetters. The paint is really just there so they look good when you pull them out of the box.
The reason I got painted is because three reasons:
1. No one really gets under my hood and stares at my headers.
2. At the time I had some expensive JetHot coated headers on the nova in my sig and they were peeling and rusting.
3. I've never owned a coated header, and never had one rust through.
As for the Y Pipe I reached in mine with a carbide burr on a die grinder and 'ported' it, seems the hole they put in it is too small. Not that it even matters, two 3" pipes merging into a 3" pipe seems kinda pointless IMO.

Fact is, there's enough water vapor in the air and exhaust to rust coated headers, even if they never see rain, snow or road salt. Coated headers will more than likely be all rusty on the surface in a year, so imagine how bad painted will be.

...mine were coated and are rusty in spots after a year or less. If I had to do it over, I would opt for stainless steel. Lots of OEMs use stainless for a good reason.

headers are headers, coated or not they all pretty much do the same thing, to me the difference was minimal and I was on a tight budget like you. I got painted and never had a problem, they do their job and thats all I paid for.

I bought used MAC mid-lenghts and a y-pipe once...I had them ceramic coated in a flat-black by a local company...They were the nicest looking headers I've had. I like them much more than the shiny silver ceramic coat. Now they're in my buddy's ws6 and still look great...They're holding up to the heat well. I think the next set of headers I buy I'll do them in flat black again.
Then again, I like the whole low-key look.
