i went to get the emission test today so i could get my license plates and it failed...the car is a 98 with 60k miles on it...it has catback flowmaster, high flow lid, 160 thermo, and hypertech programming....the test said something like...
MIL command status: fail
MIL engine off: fail
02 sensor heater circuit malfunction
the codes that showed up were p0161 and p1416
any ideas what the problem could be and how to fix it?

Ouch you're a long way from us. I would've said swing by and we can delete your o2 sensor codes for ya but its a looong drive for that.

Get some new O2 sensors and the codes cleared. Then be sure to drive the car long enough to get the monitors to set.
OR
Have the codes turned off :)

If your mechanic clears them, the emissions place will find out.

you can clear them, but that won't fix the problem of something being bad, probably the 02 sensor. Otherwise a local shop that does LS1 motors could tune them out somewhere around you i'm sure.

You MIL bulb is burned out. Take the cluster out and replace the bulb.
p0161- 02 heater ckt malf. need to replace the failing 02(just clearing the code would probably take care of it)
p1416- AIR system bank 2-this needs looked into i would try and have the codes cleared and try e-check again.
But the bulb needs replaced, when you start the car and and the cluster does the bulb check does the MIL come on????

MIL- Malfunction Indicator Lamp. Also know as Check Engine Light.
Replace the bulb if its not coming on and clear the codes after the car is warm.
Dont shut it off then drive straight to e-check it should pass.
I would also think about taking the HPP3 programming out.
I could take care of it for you if you mech cant. im in the Akron area.
