can you take a picture of it? Maybe loosten up the two screws on the blade and try to recenter it. It's probabally not centered and it's sticking on the inside of the body causing it to stay open

maybe they ported it to much and air is seeping around the blade. take it off and hold it up to the light and check for gaps between the blade.

Did you hook up the vacuum line to the new TB? Is the hole on the TB drilled out to a larger diameter? Is the TB itself over ported around the blade? Have you tried to recenter the blade? My old TB stuck because the blade wasn't centered...Sounds like there is more than 1 thing wrong. That idle is waaaaayyyyyyyy to high.

some of the later model f bodies have an adjustable throttle body. if you follow the cable form the body you should see a box like unit on it. It's not to big but that is where you can adjust it.
