I wouldn't change the converter, the difference would be minimal, for whatever it costs to get a new converter you could use the money in something else to speed the car up.
Cars react differently to converter changes, it would go slower on the motor but would maybe pick up a bit on the juice.
Lower you activate nitrous the more torque you'll have, but you're only talking 400 rpm, IMO waste of time and money.
