I was looking at doing true duals on my Camaro. Someone was telling me that I would not be emissions legal for Cali. Is that true? Can anyone shed some light on this?

I'm fairly certain anything post-cat is acceptable, with the exception of noise violations. As long as your emissions equipment is all their and in its stock location.

I only need to pass CA emissions for a few more years. I have IL plates, but I have to pass CA emissions to keep my base stickers. I will be leaving CA in a year or two.

If it involves moving the cats, it'll be hard to find a shop willing to do the work. But on a side note, when there is a will, there is a way.

Smog wise anything after the cats is legal. I talked to a smog ref when I was having the LT1 in my El Camino certified by him. He told me I could have passed with cutouts installed, so long as they were after the cats. You could have a problem with the cops from the sound though depending on the mufflers you use.

Technically anything you do to alter the exhaust in any way is illegal in California. Some stuff gets passed over more easily than others (such as cat back exhausts). BUT, If you go to a place that abides by the law, true duals will not pass not matter what, as there really is no way to make a dual system while retaining the stock cats. Remember, stock cats must ALWAYS be in their stock position, you cannot move them at all

I don't have direct knowledge on cut-outs passing visual inspection, but I would say no because by definition they are illegal.

TDs would by definition have mufflers and CA vehicle code states "adequate muffler required". Same code states: "...no muffler or exhaust system shall be equipped with a cutout, bypass, or similar device."

Not true, they've been manufactured for awhile now. Bassani manufactures a TD exhaust system that mounts to stock exhaust manifolds maintaining cat position.

I didn't know that a smog shop would even touch your car without California plates. My parents park a car from Illinois here at their river house. Illinois keeps trying to get him to smog it. California wants nothing to do with it. He had to get a noterized letter from CA DMV to get Illinois off his ***.

Yeah I know, but somewhere in the law it states that you cannot make any modification that will make the exhaust louder. And good luck getting any system to be as quiet as stock. Although this law can be overlooked in some cases, its still there
