Default best way to paint rims yourself

what is the best way to go about painting rims yourself. IE i have c5 rims ive painted black but i want to redo it and make it first last longer and 2nd look more professional. should i like sand them down some all the way? then use primer first ?

the original clear coat on the rims is damaged already so im not worried about it.

and this is all within reason im not rich and would be use normal houshold stuff to sand or strip oldpaint and whatnot to prep.

I'm wondering this same question, I picked up some SS 10 spokes but a few of them the paints all nicked up, so I'll be prepping it then painting it. What type of paint will hold the test of time? Should I clear it multiple times???
