Default Code 42 - EST Grounded?

Anyone familiar with DTC 42 EST Grounded? I just got my LT1 swap wrapped up and the car is running somewhat rough, and is throwing this code. I have reset it several times, comes back immediately. Definitely a problem. I am a little better with mechanical things than electrical, but I can do electrical if I have the info and a little guidance. So far I am having no luck on finding info on how to diagnose this. Does anyone have any insight? Thanks!

BTW, 1995 Camaro
1995 Z28 front end harness
1995 V8 engine harness
All sensors, PCM, and ignition parts are 1995 parts with the exception of the ICM, it is a 93 part. Have not yet checked into seeing if they are the same number.

Basically a '95 Z clone. Done right.

That code generally means the ICM is crap. Or there is a connection problem to it.

The code sets when the pcm detects 84 crankshaft revolutions with no coil activity. so basically the icm does not fire the coil properly.
