Default headlights on all the time???

im working on a 99 camaro right now and its got some kind of aftermarket dash installed with a switch that changes the dash colors and dims the lights, its tied into the dimmer switch and doesent appear to be tied into the headlight switch, but im wondering if this is the culpret. the problem is the headlights are always on regardless of the headlight switch position. is the switch just bad? or is there a wiring issue? any help would be appreciated.

Do they go off when you un-plug the connector? How about the dash if it is off will the headlights stay on?

the car is in a well lit garage, but I dont think its got daytime running lights or anything, besides that the switch is also backlit when it is off so something is not right, I did not unplug the connector to see if the headlights would go off, Ill try that in the morning. they better turn off or theres something really Fd up with this car. I love playing with other peoples wiring messes!!!

Any chance your car was originally delivered outside of the US? The headlights can functions differently for different delivery regions.

Check the RPO codes on the sticker inside the driver's side door. Do you have any listed there beginning with a "T"? If any factory modifications were made to the headlights, these T-codes may be an indicator.

Aftermarket dash? Wouldn't happen to be covering the sensor somehow is it?
