I couldn't tell much by the video, but if it's knocking, probably a rod.

is it slower than the speed of the engine? Probably camshaft/valvetrain related.

I just got done diagnosing a knock sound. ended up being a lifter with a chunk of the roller missing.

I keep thining its a lifter, but others think its bottom end.. Car runs fine, no oil pressure issues at all...just makes that tapping sound.. Im stumped..

Either way I have a short block

I dont think that is a lifter tick. I can hear the lifters, and that noise happens after every couple revolutions. I have a lifter tick and it sounds nothing like that, if the lifter was ticking it would be doing it a lot faster than that. How many miles are on the engine? I see your spraying... how much? is it a stock bottom end? that might have something to do with it.
