95LT

First of all, I'm a newbie to this forum and wanted to say hello! I have a '95 LT1 in my Corvette and while cleaning off tons of crapola from the underside of the engine, I bumped the lil' black rubber nipple (1"X1/4") off from underside of the starter nose cone. It looks like a breather plug? I can't seem to get that POS popped back on. There are two tangs inside it. Do they serve any purpose? First, is it necessary to have it, and second is it a replaceable part thru the stealership or whatever. Any help would be appreciated.
