Jumpy steering problem

Default Jumpy steering problem

I've done some searches and have not really read anyone describe the problem I am having. When I turn the wheel either way, it seems hard to start turning, like there is some resistance, but then it frees up and the wheel turns really quick and easy. I have checked the fluid level and that is fine. The car is 98 Z28 with 121k miles. Bad rack? Bad pump? What could it be?

Bad pump I would say. I had this happen to me on my wrangler. And if you do decide to get a new pump make sure its a new one not rebuilt.
