Default Oil smoke

I just turboed my car and I havent been able to get on it cause I have to get it tuned. Well here is the deal if I creep into the throttle and watch my boost gauge to make sure I dont get into boost. When I let off of the throttle I have oil smoke and smell come out the exhaust. Would this be meaning that the turbo needs to be rebuilt? I have a -4 inlet with a restrictor and a good size drain into my oil pan. All down hill. Thanks for any info
