Default Coil pack rail question

When you move the coil pack rail upward to do a sparkplug change, there is a cable behind it wrapped in shiny aluminum looking tape. What is that? and if you remove the coil pack completely what happens to that cable or wires?

Im going to change my plugs but instead of just tilting the coil pack rail upward i was thinking by removing the whole coil pack rail i will give my self more space for spark plug 8 but when i looked behind the coil pack rail when i was trying it and noticed that wire or harness and was wondering if i remove the whole coil pack rail will that wire still hold on to the rail where i cant take it out of my way?
