carb and a 4L60E i plan on putting together a street rod with a carbed 5.3 and i have an extra 4L60E what do i have to do to make it work?

It needs to be converted to Full Manual.
Then, you'll need to add a Converter Lock Up toggle switch and Manually control lock up.

sounds like it would be pretty badass that way though is that by changing the valve body? how does the switch work? and about how much that trans needs a rebuild anyway
