Default Hunting down an electrical issue?

So my buddy checked out my car for me, he works at a dealership, and said that the car isn't getting any spark. First off, the car freaks out when you put the key in the ignition and turn it to accessories. The guages are all jumpy and off the wall, both turn signals come on and stay on, there is a clicking sound of some sort from we don't know where, and the it says my brights are on. Well he got a schamatic and checked all the grounds that he could possible find, and they were all tight. He said he is going to get a scan tool called TechII from work and see if that will tell us anything, but in the meantime anyone have any clues or suggestions on whats going on.
Any help would be appreciated, i am at school right now and we are almost done and all i want to do is drive my car when i get back home in two weeks.

Camshaft position sensor maybe? Would the techII tell us if the sensor was bad?
