Wipers/headlights don't turn off
I went through a car wash recently and now my headlights and wipers will not turn off.
Is this an electrical relay issue. Can I reset this? How should I diagnois this issue?

First, not to insult your intelligence, but the hump under my passenger seat contains a catalytic converter.
I don't have access to schematics just this second, but a good way to at least eliminate the relays as an issue would be to try swapping them. If nothing else, pulling the relays should make your headlights and wipers go off so that your battery doesn't drain. I'll try to check the schematics tonight and see if there is a common system between headlights and wipers. Other than the BCM, I can't think of anything.

I'm seeing a bunch of wiper control modules for GM cars on the Net but none specific to 1999 F-Bodies; I assume these are generic to all 1999 GM Chevy autos, however.
I beleive these boards are located above the wiper motor; right?

I don't know too much about the wiper pulse module.
Are you actualy driving around with you wipers on?
If so, pull the fuse and go from there.
Find the relay and swap it for another one, to see if the problem goes away.

I pulled Fuse #14 that is located next to the driver door on the dash, so I'm not driving with the wipers on during a sunny day.
Electrical issues SUK since I don't know much here. I do have an electrical OHM/AMP/current guage (amp meter?) which I hope will come in handy for this issue.
So if I read the electrical schematic, and my wipers continue to run (fuse #14 in) then, it looks like either (1) a short in the cable or a bad connector, or (2) a bad wiper motor cover assembly.
Question: Is the "wiper motor assembly" discussed in the schematic the same part as a "wiper pulse module"? Is the wiper pulse module accessed from the engine bay or is this under the dash? I assume the wiper motor is on the driver side too; right?

If you pulled fuse #14 and the wipers stopped going, it just means that the there are no weird shorts... Let me suggest that you try the steps outlined in the troubleshooting flow chart that I posted earlier.
There are a number of things that could be causing your problem. Stuck relay, bad position sensor, bad cover, etc... Your best bet is to follow the instructions step-by-step. Unless you know these systems inside out, the flowchart is your friend.
