car starts great then surges down for 2 seconds then idles fine. Why the surge?
Got my car back after it was tuned and it starts, goes good for 3 seconds then almost dies, then idles fine.
Engine was all new so I can't compare it to before. I know he said he had problems because it is a DBW cpu and it is now a cable operated TB.
Any thoughts?

There is a lot of stuff that is going on right after start - friction and
startup airflow are "decayed away" and maybe too early for the new
conditions (incl tune changes), afterstart enrichment is also pulled
out over time. How did the tuner make IAC work if it's an electric
throttle PCM? Can you tell what it's not getting enough of, or too
much, when it stumbles? Fuel or air?
