Default Fuel System Question

I have dual 255 walbro pumps with stock rails.....aeromotive boost referenced regulator, stock feed and evap, and added return line.....I took out the stock regulator out of the tank...siemens 60# injectors.....everything is new except pump which worked great before I took the motor out to forge it

when I turn key to on, pressure will jump up to what regulator is set for.....is around 40psi now but saw close to 60psi when I was adjusting it.......but when the pump turns off the pressure bleeds down to zero pretty quickly.......I have looked for leaks and have not seen any.....is this normal for this set up or does someone have some suggestions

No fuel is coming from the vacuum port on regulator

I have primed it with both pumps....one at a time....and does same thing for both, so I don't think the pumps are bad

I have a electric fuel pressure gauge and it is hooked up on the regulator

Default

fixed leak....when primed fuel pressure goes to 42psi then drops to about 20psi in a couple seconds...then 10psi....then slowly drops.....

is this normal for an aeromotive regulator?
