horn problem

horn problem ok my horn works for the alarm and when i lock it but wont with the steering wheel air bag thing. so if i take the air bag out and stuff how do i test for voltage being that the fuse and stuff for the air bag and stuf will be pulled and the negtive battery cable?

also did any one else have that problem and what fixed it. it like worked some times before it and then stoped i would shake the air bag some and then it would work.
